State Engagement

Based on the experiences from NNC, it is apparent that this approach needs to be scaled and sustained at State-level, with State agencies playing a pivotal role in anchoring network and supporting cities to mainstream the approach. This shall also enable a Network of Cities in India to adopt the young children and caregiver- centric lens in urban development.

Odisha

  • The NN2.0 program’s ongoing engagement with Odisha State under the  ANKUR (Atal Network for Knowledge, Urbanization and Reform) initiative, led by the State Housing & Urban Development department, offers an opportunity for convergence with two of the initiative’s pillars, capacity building and knowledge, thereby creating pathways for institutionalization.
  • Policy convergence is being explored through ongoing programs such as ANKUR, SASCI, Project Garima, Special Commission for persons with disabilities, Viksit Odisha, and OUA’s model public spaces. ​
  • In partnership with HuDD and hosted by Odisha Urban Academy, the Odisha State convening on NN 2.0 was successfully conducted in presence of Principal Secretary Ms. Usha Padhee (IAS) in August 2025 convening 40+ Urban Local Bodies. 14+ Cities including Pattamundai, Jajpur, Paradeep NAC, Cuttack, Bhubaneswar, Puri, Rambha NAC, Berhampur, Chikiti NAC, Khalikote NAC, Binka NAC, Hinjilicut NAC, Digapahandi NAC, Balimela NAC have joined the Network of Cities under the initiative.​
  • HuDD circulated Guidelines for developing Model Family-friendly pedestrian streets to all the ULBs including young children and caregiver centric street elements. ULBs will be developing one selected street in their cities following the guidelines as directed.​
  • Odisha Urban Academy anchored a Capacity Building session was held with 32 Planning Assistants appointed at various ULBs across Odisha on Designing young children and caregiver friendly Public Spaces.

Madhya Pradesh

  • Discussions with the State Level UADD (Directorate of Urban Administration and Development) have indicated an opportunity for integrating the various capacity building modules into the State Annual Calendar for trainings and workshops especially for training of trainers, decision makers, engineers, front line works and Anganwadi workers through the Sundarlal Patwa National Institute for Urban Management.
  • Finding strategic alignment with the Scheme for Special Assistance to States for Capital Investment (SASCI) to integrate young children and caregiver friendly development within the Neighbourhood Improvement Plans, institutionalizing implementation toolkits, exploring convergence with National Urban Livelihoods Mission 2.0 (NULM 2.0), and initiating financial collaboration with Women and Child Development Department under Mission Vatsalya.​
  • With the State officially signing the LOI, 3 Cities- Bhopal, Ujjain and Gwalior have joined the Network of Cities under NN 2.0.
  • The state provided an opportunity to integrate young children and caregiver-focused guidelines into  the Affordable Housing Policy through a stakeholder consultation in Bhopal organized by SPA Bhopal and UADD. The Nurturing Neighbourhoods 2.0 team contributed technical inputs to the MP State Affordable Housing and Habitat Policy, helping position early childhood–centric facilities and inclusive public spaces as core elements of future housing projects.

 

Kerala

  • Engagements with KILA (Kerala Institute for Local Administration) have been explored to identify opportunities  for integrating Capacity Building modules in their existing training structure ​
  • A panel discussion organized at the Kerala Urban Conclave 2025 helped bring together diverse stakeholders to deliberate on pathways for institutionalizing young children and parental wellbeing in urban development. A plenary on Infant Toddler Caregiver friendly Neighbourhoods was conducted at Kerala Urban Conclave 2025 in Kochi. Panel members included Shri Sampath Kumar (Principal Secretary, Government of Meghalaya), Shri Prakash Kumar Paul (Van Leer Foundation), Mr. Simon Battisti (Qendra Marrëdhënie, Tirana), Dr. Venita Kaul (Ambedkar University), Dr. Kalpana Baliwant (Pune Municipal Corporation), and Dr. Elsie Oommen (Medical Trust Hospital, Kochi).
